The federal government has released further details on how it intends to implement the carbon pricing backstop and output-based emissions pricing system for comment. This system will be imposed on a province if it does not meet the minimum federal carbon price by January 1, 2019. Provinces also have a choice to follow the federal system rather than create their own approach. The respective draft legislation and framework are available for comment until February 9th.
